I haven't seen anybody talking about it so far but it appears that Ask Jeeves is not offering paid inclusion anymore:

Is someone out there who was using it?

Ask Jeeves is powered by the Teoma algorithm (very similar to Yahoo).
It does seem that Teoma has discontinued paid url submission (although they still offer sponsored links in search engine results...PPC).
I have never paid for inclusion in the Ask Jeeves (Teoma) search engine yet all of my sites are indexed and rank almost identically to my Yahoo rankings.
In my humble opinion, it is never worthwhile to pay for submission to search engine results (paying for submission to directories is a different story).

I agree with you. Although, paying for inclusion in a few engines give a boost to your overall ranking on the short term, which will also make your ranking stronger 6 months later than it would without. It's all about time saving.
In AskJeeves case, I know they were powering a few search sites so I wonder what will happen and I hope Google won't take over. Although, we know MSN is testing a bot so are they planning on coming out with something? Maybe. It will be interesting to follow this but it seems to me like Ask Jeeves is planning to follow Overture's path by offering PPC and be bought by another company.
